Beside missing information about leap seconds, the root dispersion and
root delay are reset to zero. A client could prefer this source over
better sources (use a high local stratum to avoid that), or it could
disagree with other sources and cause problem in the source selection
with the "no majority" message or be marked as a falseticker.
