Bill, this is my /etc/chrony.conf file, w/o the comments:

server 200.23.51.205 offline

The servers are in there. But John Hasler correctly pointed out that I
was using chronyc from v1.23 to issue the command 'online' after the
dialup line came up. I am using v1.24 from upstream and the previous
version was v1.23 from Debian Sid and that chronyc I was still using.
My error.
