[chrony-dev] Issue about chronyd synchronize to local clock

Hi All,

I started chronyd as a client and server, then I try to synchronize to local clock with the following configuration:

        server 127.0.0.1 iburst
        allow
        local stratum 10
        driftfile /var/lib/chrony/drift
        makestep 1.0 -1
        rtcsync
        logdir /var/log/chrony

Every time, after several hours the NTP Synchronization status becomes No.  I got the following result with timedatectl command on centos 7.
and I'm sure chronyd is running well, it can connect to localhost. But the 'NTP Synchronization status' never come back to yes. So is this a issue with              chronyd or my configuration is not correct ?

       [root@bogon ~]# timedatectl
Local time: Thu 2020-06-25 09:47:13 EDT
Universal time: Thu 2020-06-25 13:47:13 UTC
      RTC time: Thu 2020-06-25 13:47:09
     Time zone: America/New_York (EDT, -0400)
     NTP enabled: yes
     NTP synchronized: no
