The man pages are included in released tarballs too, so "make install"
shouldn't need asciidoctor. However, they don't include generated HTML
files which are needed for the install-docs target.

So, asciidoctor is always needed for "make install-docs", but only
when building from git for "make install". Patches for documentation
that would clearly describe this requirement are welcome :).
