Here is another run.  This time, it never synced up.  In fact, it
seems to have stopped making queries altogether, because the next
morning the REACH fields were all 0.

Syslog shows that it got a KOD from one server.  I wonder if chronyd
perhaps took that as a KOD for *all* servers.
I tried chronyc offline, online, and even reselect, but nothing seemed to work.

I then killed chronyd and started it again after making a new conf
file with those same exact 4 servers -- one of which no longer answers
pings, so I guess it's down now.  FWIW, that's the one that sent the
KOD.

It straightened right up.  It's now sync'ed and slewing the time.  See below.
