[chrony-dev] Clock and Network Simulator (clknetsim)

I've been working on a simulator we could use with chrony to evaluate
and possibly improve its performance. I think it has reached an usable
state (even though it's not very user friendly). Let me know if you
have any problems with configuration or usage. Working pidfile
directive is needed for chrony testing, so use the latest git version
or apply commit 9775f3 to older versions.

I put there also results of some tests I did with chrony and ntpd.

Things that I think might be worth investigating in the future:
- the runs test used in the FindBestRegression() doesn't seem to work
  optimally on samples with exponential distribution
- quality of the service in a chain of chrony NTP servers seems to
  degrade too quickly with increasing stratum
- automatic mindelay calculated from sourcestats
- adaptive weight ratio in frequency update in SetReference()
