    Panel: warn and rollback about unfinished transaction
    
    20a8b2741b1 introduced a regression where groups creation transaction were
    not committed to the database due to a mistakenly removal of the commit
    function. This is a problem with FastCGI because the SQL session is recycled
    for the next query and so using the unfinished transaction.
    
    Catch up unfinished transaction just before we wait for a new query and
    warn about that to easily diagnose those mistakes.
