I suggest updating sftp-server first which is listed as depends of openssh or openssh-pam

As root change to the directory containing the downloaded tazpkgs.
tazpkg install sftp-server-6.7p1.tazpkg

tazpkg install openssh-6.7p1..tazpkg
 

I don't use openssh-pam so I didn't test it.
