Based on your saying, yes I have to agree with you, it doesn't sound "smooth" at all for a sentence.

I should say that this sentence talks more objectively rather than up to a certain end-user level. Yes, it's not clear the way I read it, even though English is not my native language; for sure though, I can say that doesn't make a clear point of what it's trying to say.

If I were an end-user that read this line for the first time, I would ask myself "What are these guidelines this sentence is talking about?".


I think it's a very interesting subject you have brought up :)
