Are you quite sure that " the DE can't affect window position"?       I would guess that it can and does.
As I'm sure you know,      XFCE4 comes with its own WM,   xfwm4.
I have at various times in the past run XFCE (on Ubuntu) without sawfish,     and currently run sawfish on archlinux with no official DE ( I find sawfish with its programmability is sufficient for all desktop needs),   so I can't speak to your combination,    but I suggest that,   at least for testing purposes,   you try turning off XFCE and see if your problem persists.

I just tried every theme that on my system, which strangely is only 9
themes, and does not include blue-steel.  That's also a bit strange
since I've seen that in the past.  I guess Fedora is stingy with what
themes it supplies by default.

Every theme showed the same bug, even one of the themes that had a
super thin border.  The windows seem to move by the same pixel count
regardless of theme.

I looked through my ~/.sawfish/custom file and it does not appear to
contain any customization that would cause this.  I cam attaching my
custom file if that can help someone else spot the problem.

I am running XFCE4, but I am pretty sure the DE can't affect window
position -- that's a WM function, right?  There was talk in the F42
release notes about XFCE updates for wayland, however (of course) I am
not running wayland.

Seems like such a tiny bug, but in reality watching my (dozens of)
windows slowly "walk" to the left side of my screen -- across 3
monitors! -- is going to make me insane after a few days!
