Hi, Togan. (Well, I'm not completely dead yet, but not alive.)
This is the configurator script, /usr/bin/sawfish-config. More precisely,
it's byte-compiled and installed under /usr/bin
In <src>/lisp/sawfish/cfg/Makefile.in, it reads:
install : all installdirs
<...>
$(INSTALL_SCRIPT) main.jlc $(DESTDIR)${bindir}/sawfish-config
