You can use gnome-tweak-tool to set that. But it will change every gtk program.

If I'm correct, popup menus are not windows managed by WMs, and this
trick won't work.

If you want C-n work *always* as Down, then you can do it by modifying
files in /usr/share/X11/xkb, but probably it's an excess for anyone.

If it's possible, it'll please me too. =)
