[qet] QElectrotech spec file

I notice this spec

This spec file is obviously a fork of mine (there is even old fedora
specfic stuff in it).


FYI, all fedora spec file are (by default) released under MIT and (c)
the author.

So at least, you SHOULD, restore the changelog entries from the original
spec or add a comment about the original author.

Adding a (c) (c) 2010 Rallaz when your are NOT the original author is
just huge lack of respect form OpenSource

Please fix this ASAP.
