[qet] Empty translation files

Hi Gabi and Markus,

Since you two are our last translators, you'll find in this mail the empty 
templates to translate the QElectroTech software from French to 
Romanian/German. You can use "Qt Linguist"[0] to translate them. Don't 
hesitate if you have any question ;)
