The package libdsp has got old and is not at all developed anymore. Upstream seems completely dead since December 2005.
I can't get the package to compile and the Makefile seems badly written as a lot of patching is done in the ebuild so maintaining it any longer would require too much work in my opinion.
If we decide to drop it libconvolve, dssi_convolve and jack_convolve also have to be dropped because they all depend on libdsp in some way. [1]
If someone is using libdsp the removal could definitely be discussed, but if no one is we could as well remove it.
