[proaudio] Fixes for media-sound/jack-audio-connection-kit

Fixes several shortcomings of jack ebuilds currently in the overlay:

- live ebuilds moved from subversion to git (1.9999 only; 2.9999 used
git already)
- fix building with python-3 set as active version
- SRC_URI has (temporarily) changed for jack-1.9.8.tgz
- removed test for sandbox-1.6 since that is waaaaayyy to old

However, jack-audio-connection-kit-2.9999 still fails to compile. Maybe
it's a temporary issue (related to waf and/or wscript).

The patch "jack-audio-connection-kit-2.9999-link-fix.patch" doesn't
apply cleanly anymore so I commented it out since I can't check wether
it is still needed or not.
