[proaudio] bump zita-resampler to 1.3.0

Hi,

zita-resampler-1.2.0 had a bug that prevented it to work correctly on
64bit-machines (at least on my one ;). Reference:

Version 1.3.0 fixes the problem. Renaming the ebuild and replacing the
makefile.patch with the attached one (or either s/1.1.0/1.3.0/g in the
file) bumps it.
