[proaudio] MusE seq svn version 360 no MIDI devices showing up

Hi All 

I've posted a question to the MusE list, but just in case this USE flag related. I am sending a post here. 

It compiled fine, but when I load it there are no MIDI devices showing up in the MIDI configuration panel.
