There are several things that affect what Atari characters you get from 
given host keyboard key.

The main thing affecting this is the Atari TOS version you are using. 
Here's a list of different TOS versions keyboard layouts:

After you use a TOS version matching your needs, select "scancode" mode 
from Hatari key settings (to make sure your PC/host side key mapping is 
not interfering with key values).
