I think this is on purpose because 14 MB is not a real memory
configuration that you can get on a plain Falcon (without any kind of
additionnal board).

To detect/use this non standard amount of RAM, tos must be patched (by
hatari) and this also speeds up the boot process.

I'm pretty sure that no patch is required to run 14MB on a Falcon.  The first
add-on board for my Falcon was a CentRAM 14, and there were no patches to TOS!

Yes, on a real Falcon it is possible to replace the standard 4MB memory module with a 14MB one (for example https://centuriontech.eu/product/14mb-falcon030_ram_chipver/ ) and TOS will detect the 14MB without any patches.

As mentioned at https://www.atari-forum.com/viewtopic.php?t=26455 patches are only needed if somebody wants to use more than 14MB RAM.
