In theory, yes. In practise, Pure-C (which is his use-case) has a lot of problems with mint environments. I too prefer to use single-tos when working with Pure-C.
Another option would be use pcmake together with the binaries from crosstos, but unfortunately crosstos does not support the ARGV environment, so that often fails when you pass too long arguments, eg. when linking.
