Wouldn't it help in cases like mine if Hatari (at least optionally) never
created a timestamp that is in the future? If instead of a future time the
current time was used, the new .O file would never be older than the .C file.

On startup, Hatari initializes emulation clock from host. If you use fast-forward, your emulation time (used for files with GEMDOS HD "Atari time" option) will be in advance of host time.

That explains what you see no the host side.
