EmuTOS has always [1] preferred starting from C:, if that is available.
I consider this a feature and would absolutely hate it if it was
different, i.e. it started from A: instead. Feel free to press "A" at
the EmuTOS boot screen, if you want to force the system to boot from a
floppy disk.
