According to
http://mercurial.selenic.com/wiki/PublishingRepositories#Allowing_archive_downloads
this can be enabled in the "hgrc" file of a hg repository. Since we do
not have access to that file at tuxfamily.org, you could try to ask for
that feature in the tuxfamily.org support forum:
