DISCLAIMER: I've never tried KDE on windows myself.

Hmm have you tried it so far?  Maybe you can, first of all get a fresh KDE
Port to build on Windows. I've heared there is a 4.4 exe on the KDE site for
windows( windows.kde.org ) And look if you can find a Qt-Packayge for it with
GL?

GluonLib use Qt only. There is no dependance from KDE. Only GluonCreator use it. So it should be easy to create Inputlib for this plateform. About Windows, Gluon was already compiling on it.. 

 
 
I'm fairly uninterested in it since I'm not having a CD here. But I could see
if I can organize one up. The question is if you can build everything on it..

You can install an iso of windows across VirtualBox
