It is more complex.
It dowload from a specific repository in the CTAN which contains all the
texlive package
For example, from
http://mirrors.ctan.org/systems/texlive/tlnet/archive/
As you can see, for reledmac, it is still the version of april 8th.
If you look closely to the .tar files, you will find a .tlpkg folder,
which describe the package in a TeXLive perspective.
This mirror is automatically synchronized with the svn texlive
repository (the link in my previous email).
The svn texlive repository is normally (semi-automatically) synchronized
with the (Free licences) packages of the main CTAN (where you found the
right version of reledmac). But I have already remarked that the
synchronization is not at the top after recent TeXLive release.
If sunday texlive won't be up to date concerning reledmac, I will send a
mail to texlive maintener.
