[eigen] Array integer bit operations.

Hi,

Last week I posted some preliminary code to the Forum to add integer bit operators to Arrays.  Now I have some more complete code integrated with hg, cmake and with a unit test.  The "hg diff" is ~200 lines.  What is the best way to submit this for review?  Should I just send it to this list?  Inline or attached?  Something else?
