[eigen] conservativeResize for constant sized Array accepted but ignored

Hi,

by accident I have applied the conservativeResize
method to an Array of non-dynamic size.
This is accepted during compilation without
any effect at run time (as it should be).

Is it possible to emit an error message in
this case?
