[AD] ALLEGRO_MAX_USER_ATTRIBUTES

I was going to add a static assertion to enforce the comments about
keeping ALLEGRO_MAX_USER_ATTRIBUTES in sync, but I think you might as
well make the symbol public.  It would be better to give the constant a
name in the documentation anyway.
