Summary: Resize event not reported when restoring maximized window

Initial Comment:
On windows ALLEGRO_EVENT_DISPLAY_RESIZE will not be reported when going back from maximized state (double clicking on title or hitting restore button).

(And after that a strange thing is resize event will be reported once you move a window around).
