This is documented along with a function al_init_timeout() in the time section of the manual. As far as I can tell, it can't actually be used for anything (although I assume it's probably used internally somewhere?)
I guess the entries should be deleted from the manual?

On a different note, would it make sense to merge the "Time" and "Timer" chapters?
