I got the same result as Matthew. It must be an issue with cmake or the CMakeLists.txt file.
When I generated an MSVC Express 2008 solution and compiled with MSVC Express 2008 it worked as expected.
Workaround: I manually changed the target names in the MSVC 2010 solution file and the install project works again (it still expects the output file to be named allegro-4.9.dll)
I was thinking about trying to convert the 2008 solution file with MSVC 2010 instead of selecting MSVS 2010 from cmake.

Under MSVC 10, it comes out as allegro.lib and allegro-4.dll.
