I'm getting a lot of assertions in the mouse code (ASSERT(mouse_directx_installed);)
for some reason. Happens every time in ex_mouse_focus, ex_expose, and possibly
others. Couldn't pinpoint the problem yet. Also ex_icon is not working anymore,
looks like some random garbage in the icon, probably related to the locking
changed.

Message:
The problem didn't exist in 4.9.8 so it's a matter of checking out the diff
of src/win (since it happens with both opengl and direct3d). I'll probably
look at it as soon as I can if nobody else beats me to it.
