[AD] ALLEGRO_USTR inconsistent with api

Is there a specific reason ALLEGRO_USTR is typedefed as a pointer, instead of 
just a straight alias for _al_tagbstring? As it is, its pretty inconsistent 
with the rest of the api which uses explicit pointers.
