It seems the current X11 implementation of this doesn't work under
windowmaker and KDE4, and according to that bug on the SF tracker it
also can't work under OSX. Given that it's not a very important
function, I wonder now if we should remove it again?
(This has nothing to do with the ALLEGRO_NOFRAME flag passed to
al_set_new_display_flags, which works everywhere as far as I know.)
