[AD] BAFServ/SVN/Websvn Changes

I just upgraded Apache and WebSVN on BAFServ, and am in the process of 
upgrading PHP and Subversion. The new websvn (still accessible by the 
same URLs) feels a little bit faster, plus it employs caching. Let me 
know if it works any faster. Also, the new version of SVN (1.3.2) is 
supposed to be faster, so we will see if it works better.
