MSDN says:

_wstat, _wfindfirst

 Windows NT 4.0, Windows 2000, Windows XP Home Edition, Windows XP 
Professional, Windows Server 2003

So this patch probably means giving up Win95, Win98 and WinME.
However I haven't currently installed any of them so I could not verify 
that.
