Attached is a patch that I use in my automated build process. It adds
a target for just making the $(PROGRAMS).  I don't think there's
currently a straightforward way of doing it. It's handy to me, because
I run through one or more of the various compilers first (doing "make
lib"s), and then at the end I want to go back and build only the
programs using a specific compiler.
