It's called icl in Windows (it's cl-compliant, not MingW) and on Linux
it's icc (compatible with gcc) ... As such, on Windows only, it would
be best treated as MSVC itself than as a separate platform... Note
that it still uses gcc for ASMs and VC link for the linking...
