In my opinion, this is somewhat overdue. Come to think of it, a grunt like me probably should've done it--devs like you shouldn't have to waste time on doc updating.
Your points are all valid, though I have been under the impression that allegro_message is safe to call without allegro_init... heheh. I'll have to check the docs (quis doc ipsos docs?). Also, I think it's verrry difficult for documentation to be "over-the-top" in a negative way and would disagree with removing the cpu_* vars entry under question.
