I added the missing dependency
docs: $(DOCS) $(DOCTXTBUILDFILES)
to makefile.all, and tested under DOS and Windows (including CHM generation).
Everything seems to be fine.
However, I find it a little weird that the links in the HTML files are still
displayed as text files, while they actually point to HTML files.
