The attached patch adds an option to disable vsync when page-flipping to all 
gfx drivers that explicitly sync. Applied to mainline.

A cut-down version went to the branch (only for the GFX_DIRECTX_WIN driver, 
which didn't sync in the 4.0.2 but does sync in the 4.0.3).
