Hm, bug was closed as "known" and is related to this:

(2003-02-15 19:41:07)  Within the scope of our CVS service, our top
performance priority is ensuring developer access to project CVS
repositories. The SourceForge.net team is aware that CVS performance has
recently been lacking; this is, in part, due to a dramatic increase in the
volume of pserver-based CVS accesses per day. Earlier this year, we
implemented per-connection limits and host load-based connection shedding
(which results in recv() errors in a CVS client when either of these
limits are triggered). This first step was established as a temporary
workaround for known issues, while the SourceForge.net team works to
complete enhancements to our CVS service. The next phase of implementation
(the second of three), will significantly improve CVS performance for
developers, and help to alleviate frequency of rejected non-developer
(pserver) connections. A final phase, which should help to ensure
long-term scalability of the CVS service, is in early stages of
development. It is our current expectation that the second phase of our
plan, which will alleviate both the immediate performance issues for
developers and improve accessibility of repositories via (read-only)
pserver, will be enabled within the next two weeks (barring any unforeseen
complications revealed in testing). Additional information will be posted
here as the implementation is completed. Your patience is appreciated.

It's great that

Project CVS Services:            Online

although they should be better known as "Sometimes online, manytimes
offline". Oh well.

And what is the conclusion? Snaphosts will be generated if SF.NET will
allow me to do cvs update. Will it be or will not? That's a question.
