PATH: remove a misleading note in docs/build/mingw32.txt. mingw32 
win32api has version 6.1 of the directx import libraries and this can 
lead to problems compiling OTHER directx programs when allegro is 
installed with directx 7.0 headers. this is only a problem when not 
defining DIRECT*_VERSION or using a directx interface  newer than 
included in directx 6.1.

PS! Grzegorz, I would appreciate if you could put up the two new directx 
sdks i mentioned in an earlier mail on the wip.html page. Thanks!
