Maybe other rules should be enforced too, like expiration times for
people with commit rights. Say, if somebody fails to show signs of life
in 12 or maybe 6 months, he will be deleted from the list. This can be
useful for people with the "doc translator" assignation who have gotten
very busy. They can be replaced then by other volunteers to avoid web rot.
