Sorry, I should have explained: I was referring to all the
places where, eg, Allegro allocates memory for a new string,
but potentially there could be up to 6 bytes (IIRC) per
character, and the sizing is pretty much random. By framework
I meant all lib code dealing with strings which is not the
actual encoding dependant functions themselves (the ones
that are pointed to by set_uformat).
