Addendum: Impose a soft functionality freeze so that 5.2 contains
mostly the API changes.  Big features get pushed to 5.4.  This is
to speed up 5.2, so we don't get people entrenched in 5.0 (and
thereby skewing the choice between 5.2a and 5.2b).
