Quite right, since 3.9.34 WIP apparently.

Yes, the autodetection mechanism seems to scan 8 ports 16 times each,
waiting for the port to become inactive between each try !

I have a SideWinder and don't notice such a delay. Both the normal and the
aggressive drivers detect my SW under DOS, but only the aggressive one does
it under Windows.
