Forget this. Looked over the import tables for the Allegro WIP 3.9.38 DLL
and found no reference to the cygwin dll. I must somehow have linked it in
by accident when experimenting with the build. Also renamed the cygwin dll
just to be 100% sure. That means there are *no* licensing issues for
binaries produced with cygwin.
