[AD] Error building Allegro/MSVC

I can build the DLL fine, but when it gets to making the keyboard
mapping file, it just stops.
Here's the error message:

tools/dat.exe -a -c1 keyboard.dat
Reading keyboard.dat
No files specified for addition
make.exe: *** [keyboard.dat] Error 1
